Another workaround pattern is to use a flag to indicate overall workflow failure:

vars:
  - failed: false
task1:
  action: mock.an_action_that_will_succeed
  next:
    - when: <% succeeded() %>
       do:
          - task2
    - when: <% failed() %>
       publish:
         - failed: true
       do:
          - cleanup_task
task2:
  action: mock.some_action_that_will_fail
  next:
    - when: <% succeeded() %>
       do:
          - cleanup_task
    - when: <% failed() %>
       publish:
         - failed: true
       do:
          - cleanup_task

cleanup_task:
  action: mock.some_cleanup_action
  next:
    - when: <% ctx().failed %>
       do: fail

That pattern also allows multiple tasks to trigger an overall workflow failure. But it, too, is a little verbose.
