Reporting back what I have found as I am not sure what the correct approach is here.

I think that by taking the order object to operate on, we are suddenly including other stock locations in the order.
Issues are propagated through packages() method where we are adding weights for all packages.
I will be submitting a PR for review.

going to continue work on this since it impacts all versions of spree, in my case I'm seeing really crazy rate difference when adding more shipments from different locations since we mostly ship big stuff from StockLocation B and regular stuff from StockLocation A, increase in rates go from $10.00 to $150.00 and the difference only gets bigger
