By design, the playbook does not serve files on the base domain, because.. the base domain may be handled on another server (and it probably is, for most people).
Our installation guide (docs/installing.md), in 3. Finalize the installation, explicitly points people to docs/configuring-well-known.md which guides you through different methods of setting up the well-known files and making federation work. It looks like you've missed this step.
One of the options for configuring well-known is: (Option 2): Serving the base domain from the Matrix server via the playbook, described in more detail on its dedicated docs page (docs/configuring-playbook-base-domain-serving.md).
