I have only one installed version of git-issues:

npm list -g | grep git-issues

Currently "Authentication failed" is thrown/displayed for any status code
different than 200 returned by a provider API (GitHub in this case).

Needs to be debugged to see the payload of that non-200 response.

You're right. The response says:

Request forbidden by administrative rules. Please make sure your request has a User-Agent header (http://developer.github.com/v3/#user-agent-required). Check https://developer.github.com for other possible causes.
