Arb and Opt gas limits about socket-dl HOT 5 CLOSED

Another flaw is that we rely on runtime gas price for source chain, fee estimate for people sending high gas tx will be more than others. This is not specific to arb and opt.

The run time source fee issue is fixed by reading source gas price from oracle instead.

Arbitrum thoughts

• We need an oracle to update the gas limits for protocol actions.
• Destination msgGasLimit that plugs provide still stays unfixed. Either plugs too need to maintain oracle for this or we change the fee model somehow.

Optimism thoughts

• They have 2 components of L1 and L2 fees.
• Our current implementation accounts for L2 fees and completely ignores L1 fee component.
• For seal, propose and attest L1 fee can be collected by bumping the gas price since calldata size is fixed.
• For execute the L1 fee will depend on payload size and just gas price bumping will not be enough.

Changed the flow to set only total expected fees on chain for each actor.
All complexity and nuance handling needs to be done off chain.
