Create Listen lists from exported data about opencore HOT 6 CLOSED

Actually settings.ini was not including the mailing list's ID. This can't quite be inferred from the name of the subdirectory, because that's derived from but not necessarily identical to the list ID. In 13c103c I added the list ID to the settings.ini file.

The settings.ini is not in standard Python INI format and can't be parsed directly with the ConfigParser module. It contains some sections with no keys, e.g.:

Discussion list for this space, consisting of all space members.

In socialplanning/libopencore@7690af5 I added a libopencore.import_utils.parse_listen_settings function to read the settings.ini files generated during project export.

In 47f6196 I wrote a script that creates a new mailing list based on the parsed settings.ini data. For now it's called with:

zopectl run opencore/scripts/import_lists_to_project.py /path/to/export/file.zip id-of-existing-project-to-import-lists-into
