After reimport, mailing list membership page doesn't seem to find users about opencore HOT 2 CLOSED

Arg. Mailing lists persist separate lists of "members" and "emails", which are determined at subscribe-time (in this case import-time). My user import was somewhat out of date, and I also didn't rebuild the membrane_tool catalog after reimport.

Not sure whether the better solution is to

a) Make sure to do the user import (and catalog rebuilds) before importing mailing lists

or

b) Write a method to rescan a list's membership and move things around

I should look into how this is handled for the (common) case where someone subscribes by email and then later becomes a site member.
