Is performance of your system is so demanding that you can't afford cleaning template cache fully?

to cleanup fully - no. But it slow down perfomance to open documents again. it is not rare operation to update template(1-5 times per day).

How much processing non-cached template is slower than a cached one?

depends on template size. i know it is only time for unzip docx. it's just proposal. if it is difficult to realize so don't do it.
