The Telnet protocol is by design unencrypted, so passwords have to be sent in clear for the remote to accept them. TCL can't do anything about that fact.
What you can do is avoid storing the password in clear by encrypting it beforehand and then interactively ask the user to enter a passphrase to decrypt it. Of course, that would mean you can't automate sending the password.
