According to http://www.davidhunt.ie/raspberry-pi-zero-with-pi-camera-as-usb-webcam/ it seems like it can be solved by using s1 instead of s2 when starting the camera:
Answering my own question:
I had success on Mac OSx Mojave after setting ‘uvc-gadget‘ parameter ‘-s2’ to ‘-s1’.
