please try shogo82148/actions-setup-perl@main.
it uses Perl built with -fPIC option.

In my verification, I was successful in building Perl, but the subsequent tests failed:

Could you tell me which version of Perl you used? The code in GitHubActions.pm is for very old Perl (less than Perl 5.8). If you are using newer Perl, for example, Perl 5.38, that code will not be used.

If possible, I would also like a YAML file defining a reproducible workflow.

Oh interesting! Thank you for that bit of information. We are using 5.38, so very strange.

This is for NGINX Unit which is building a unit-perl module. Oddly, the built-in Perl (5.34) workflow works fine.

It looks that pre-installed Perl is configured with -Dcccdlflags=-fPIC and -Duseshrplib.
