在window执行遇到 operation not permitted，并且是缓存目录权限不足的。可以使用管理员运行 cmd，关于管理员运行 cmd，可以查看快捷方式管理员运行 system32/cmd.exe管理员运行 。

传统方式
需要按window图标键，搜索CMD:

默认以管理员身份运行CMD
按window图标键，搜索CMD，选择打开文件位置:
在打开的文件夹浏览器，右键命令提示符，选择属性按钮
选择高级
勾选用管理员身份运行
最后点击确定
