I'm a bit confused, what exactly should run in the Docker container? First, the code will probably have to be ported to .Net Standard to be compatible with Docker, then since this is a library, what should run on the Docker image?

The goal of this is to help contributors get going faster. A contributor should be able to use this container to make updates to the code and test all within the container.

The above about needing to be ported is only true if one uses the default docker container (Linux), one should be able to switch to a Windows container and build from there and .NET Full would then be able to work. I agree that having a docker container to standup would be significantly quicker and less prone to contamination issues.
