With the addition of this resource, the users endpoint should now look to validate against the language engine for information.
Specifically POST and PATCH should now validate user languages
from coder_directory_api.

After consideration, I think the api is fine as is, and that synonym validation and the such from users endpoint should happen in the ui application.
