True, this is annoying, and C-y, C-w also do not work in various edit boxes either. Not sure how trivial that is to solve, but it bugs me all the time, I should find some time to look into it more.

I put this into my keybindings.json, note though that I use Alt+n for down and Alt+m for up.So you'll have to change this (also remove the Ctrl+p removals). I think now it works everywhere.

// moving down/up through various pop-up lists with alt+n/m
    { // snipped lists
        "key": "alt+n",
        "command": "selectNextSuggestion",
        "when": "editorTextFocus && suggestWidgetMultipleSuggestions && suggestWidgetVisible"
    },
    { // snipped lists
        "key": "alt+m",
        "command": "selectPrevSuggestion",
        "when": "editorTextFocus && suggestWidgetMultipleSuggestions && suggestWidgetVisible"
    },
    {
        "key": "alt+n",
        "command": "showNextParameterHint",
        "when": "editorTextFocus && parameterHintsVisible"
    },
    {
        "key": "ctrl+n",
        "command": "-showNextParameterHint",
