Add "version" file in each build dir. Version will be checked against NgusdConfiguration.VERSION (now 0.0.1)

Somehow this feature was not commited properly to the github repository. I reimplemented the feature once again.

The Version property is now used in UserScenarioDocuAggregator.
Developers have to adjust (increase) UserScenarioDocuAggregator.CURRENT_FILE_FORMAT_VERSION when changing something in the aggregator, such that all aggregated/derived files will be recalculated on next server start.
