@axetroy you can use the https://github.com/webpack/file-loader plugin. For example, on your webpack config file:

…
  module: {
    loaders: [
      …
      { test: /\.png$/, loader: "file-loader?name=[name].[ext]" }
    ]
  },
…

and your background.js or other entry point:

import './my_image.png'
