Do you have any suggestion on where this should be and how often it should be shown?

In the case of the GitHub CLI, it is shown at the end of every command every 24 hours. There should also be an environment variable to disable update checking. From https://cli.github.com/manual/gh_help_environment:

GH_NO_UPDATE_NOTIFIER: set to any value to disable update notifications. By default, gh checks for new releases once every 24 hours and displays an upgrade notice on standard error if a newer version was found.

I think update checking should be completely disabled on CI environments as well.

It would be enabled because if anyone would occasionally see logs, they would remember to update the Komac version in their workflow.

Also, there should be a vanity URL just like MS has for WinGet-Create.
