Add R version 4.x to RSC image.
Note that 3.6.x is maintained for backward compatibility of R content.

@JosiahParry we are aiming to move r-session-complete to R version 4.1.0, and Workbench already has R 4.1.0:
So the plan in #186 is to add R 4.1.0 (and Python 3.8.10/3.9.5 - from 3.6.5) to the Connect image, for consistency with Workbench. Thoughts?

This is done. Full sync will be done once #216 is merged - trying to keep things in sync now, and we should probably find a way to do so (akin to #190 )
