FYI - I'm working on getting controller specs to include behaviour from rails functional tests instead of ActionDispatch::Integration. It requires some changes to rails itself, and I'm working with the core team to get that to happen. Once all of that is implemented, this issue should go away.

OK - as of http://github.com/rspec/rspec-rails/commit/5ec35fdfddda59afe3422991093088a605b2aa11, you can now set cookies before the action via request.cookies[key] = value. This is the behavior supplied by Rails.
