I think this is caused by the behavious of Linux IP aliases. They cause problems with the Linux packet capture mechanism used by libpcap which is the mechanism that arp-scan uses.

Linux IP aliases have been obsolete for a long time see here: https://www.kernel.org/doc/html/latest/networking/alias.html

Modern Linux kernels allow multiple IPv4 addresses per interface so don't need aliases.

You should just be able to use the base interface name, e.g. eth1 instead of eth1:0, and supply the source IP address manually with the --arpspa option.
