Is there any way of specifying the numpy-quaternion version in the python.yaml?

This is a use case that is not supported with rosdep/rosdistro. It quickly becomes complicated to support an ever-shifting set of versions (especially in the case of python/pip which can have multiple versions installed differing from the upstream system packages.

What I find curious is that the required scipy version should be >1.5.0 according to the linked commit, and the version installed is 1.3.3, which should not be sufficient to satisfy.

Is scipy additionally being installed via pip? Can you use that version rather than the apt packaged version?
