@noamross do you have any experience with this/opinion on the current structure?
I'd like to link the whole first section but currently I only have a link to the first chapter, that's misleadingly called "packaging guide" https://ropensci.github.io/dev_guide/building.html (I wanted CI to have its own chapter, but it's part of our requirements)

I don't think one can have an URL to the section but the summary of the first chapter, right at the beginning of that chapter, mentions the second chapter (the third chapter of the section being mainly empty).
