Ha, this is actually much less involved than I thought because the files in states.zip have the same columns as the retriever data (except for record_id, which I presume the retriever adds).

I've added a test to run locally to make sure that things still work if you use data as it comes direct from ScienceBase. The only code modification is to convert colnames to lowercase defensively for incoming community data.
