Yes, this was a last minute change until they figure out how they will be doing the version policy for Apps and keeping backwards compatibility. My recommendation was to not have any backwards capability until v1, but I also said when the marketplace goes live the version should be v1.

The marketplace engine is already accepting the ^ modifier
