This seems good to track. I am wondering how the dates interact with this though in terms of storing the data in mysql. If we have a tuple like (startdate, enddate, param1, param2, param3), then if one of the parameters changes we are forced to create a new column, which results in a lot of duplicate data for the parameters that don't change. Something like (startdate, enddate, param1name, param1) would be more logical but might be annoying to query for.

Another alternative with the (startdate, enddate, param1, param2, param3) style schema is to use "sparse" rows where all non-changing rows have NULLs. That would make repetition unnecessary but having all the NULLs might be annoying or make querying difficult.
