Even if I restrict to "Whit Monday" I sometimes get usually the two events as a
result (i.e. 2012 and 2013), BUT sometimes only the one from 2013.

https://www.googleapis.com/calendar/v3/calendars/en.austrian%23holiday%40group.v
.calendar.google.com/events?maxResults=2147483647&q=Whit+Monday&showDeleted=true
&key={YOUR_API_KEY}

NOTE: I just execute the same over and over again, around 10 times to get one
deviating result.

Ok, once more, even if I query for the exact event iCalUID the event is
sometimes missing from the result:

GET
https://www.googleapis.com/calendar/v3/calendars/en.austrian%23holiday%40group.v
.calendar.google.com/events?iCalUID=h%40d0e5a9d7a59310b2d92f0f43f45972173fbc7ce3
%40google.com&maxResults=10&showDeleted=true&singleEvents=false&timeZone=GMT&key
={YOUR_API_KEY}

It looks like a faulty instance of a database mirror or similar which is hit
every now and then.

This is most probably a bug in the Calendar API itself, not in the APIs
Explorer. Please file a bug there and the proper team can take a look at it:
