The missing docs are a result of the compiler error.
I guess the problem is the mention of that MacOSX13.1.sdk given you're trying to build for iPhoneOS with Xcode 14.3 -- might be coming from something left over in .build, could try deleting that.

Thank you @johnfairh for showing me the direction
- I deleted the
.buildfolder - running
jazzygave different errorSPM build manifest does not exist at [..]/.build/debug.yaml - I ran
swift buildin the package folder. Many errors as I am not building like that for my project, but still it generated the.build/debug.yamlfile - running
jazzyagain succeeded with complete doc generated this time

Oh great, glad you got there.
Jazzy expects swift_build_tool: spm to go with a project that builds with swift build but as you've found you can usually massage it into working.
