Every respectable API hook I've used comes with a way to skip API calls based on a condition.

Why not call it unconditionally but use the result conditionally?

Because custom hooks may trigger unwanted side effects. In this case an API request to a mocked resource would have been made.

This hook would remove the need for all skip conditions and simplify usage for new developers. useIf is a better name though.

maybe usePrevAnswer should get condition and skip sideEffects inside itself
