Maybe. I'm not really excited to support APIs that only work on Windows at the moment, though I do think this might be neat.

This is an interesting idea, but would clients really want to take a dependency on Web API just for the routing attributes?

If you went the other way, it might be a softer blow. Hang an extension method off of Web API's RouteCollection that takes in refit interfaces.
