FYI, I'm using the OpenExchangeRates.org API as an example.

I work for a financial firm and while this API returns the same list of currencies each time with whatever the latest rate is, not all of the currency rate API's out there do. We're looking at developing or consuming API's internally that may use this pattern (mainly because they are outside of our groups control)

Json.NET supports string-Keyed dictionaries. This test passes for me:
