Assuming you have a ValidationRule overload that accepts an IObservable, you could use DynamicData in order to observe changes in the Items collection. You can observe ChildEntity property changes by adding a call to .WhenPropertyChanged(child => child.Name) to the DynamicData observable change set. So basically somewhat like this should work:

var allNamesNotEmpty = Items
    .ToObservableChangeSet(child => child.Name) // Or use other key selector instead of .Name
    .WhenPropertyChanged(child => child.Name)
    .ToCollection()
    .Select(children => children.All(child => !string.IsNullOrWhiteSpace(child.Name)));

this.ValidationRule(
    vm => vm.Items,
    allNamesNotEmpty, // IObservable<bool>
    "Every item in a list should be valid.");
