To be most correct: yes, localized strings should probably be provided by the view model.

However, that can quickly become inconvenient when you have a lot of strings—you'd basically have to have a view model property for every piece of text shown on screen.

I don't think it's wrong for the view to localize strings when they're not dependent on the data coming from the view model. So, for example, the table header strings probably should come from the VM, but the view controller title… maybe not.
