It's a bit tough to report on the actual error when so many people set up their locally hosted JIRA instances in completely different ways :)

The domain URL should end at the path segment that is common across the whole JIRA instance, typically what I've seen is when a company hosts the atlassian suite the URLs will start with mycompany.com/atlassian/jira and when you switch to confluence it might be mycompany.com/atlassian/confluence or something - this value essentially gets slotted into the "host:port/context" part of the API URL described in atlassian's documentation.

If you're willing to share what one of your JIRA URLs look like I could probably help further, but I hope this much helps at least.
