Palm-rejectcon not working with siccors tool about android-quill HOT 5 CLOSED

This is the behavior that I intended, though I agree that it is somewhat 
inconsistent. My reason is that erase is much less used than actual writing, so 
palm rejection is not an issue. The "Pen only" applies to writing only, and not 
to move/zoom and erase modes. Though I wouldn't mind changing the current 
behavior if there is demand for it....

Noticed however that the scissors also work When the page is read only ;)
