Yeah, this appears to be the correct behavior, (line 262 in: https://github.com/rapid7/metasploit-framework/blob/master/lib/msf/core/db_export.rb) but still, unexpected that i'd get such a massive XML for a small action.

It is excessive for small imports but is necessary to correlate sessions to specific vulnerability references (although we could do this while just exporting a small number). We had a number of folks ask for the complete dump to be included in the output to simplify their use case. A side benefit is you can easily get a parsable module-list out of module now. If you need a different format, it may be worth writing a plugin to export (cvs, small xml, etc).
