Was this supposed to be part of the deployment process, ie. integrated in the populus deployment as an option (configurable eg. as a command line parameter)?

Integrated in the deployment script - at least the setup part of having enough tokens attributed to the addresses that will do the requesting / payments.

The measuring should include contract level only? Then there will be no REST API performance/load tests, ok?

@pcppcp , the performance/load tests will be on your side and you only need a testing API to be able to easily assign tokens to addresses, right?

Yeah, exactly. I'll write the test, what I need is just a bootstrap function.
Something like (privkey, token_addr) = test.get_tokens(count=1000)
