말씀하신 대로 일본어로 설정되어 있어서 생기는 문제 같네요.
현재 Bits'N'Picas만 사용해서 TTF를 생성하는데 Bits'N'Picas에 그런 부분을 설정하는 기능이 없다 보니 이렇게 된 모양입니다. 만들어진 TTF를 FontForge 같은 도구로 메타데이터를 수정해주면 될 것 같은데, 가능할지 한번 알아보겠습니다..

제가 Fontlab으로 알아보니까 글꼴이 지원하는 코드페이지가 일본어로밖에 안 되어 있어서 그런 것 같네요. 이 코드 페이지를
한글완성형(Korean Wansung) 하고 한글조합형(Korean Johab)으로 바꾸면 될 것 같습니다. 이왕이면 갈무리체에 있는
모든 언어를 지원하면 더 좋을 것 같습니다.

참고로 저는 이걸 Fontlab 체험판으로 알아냈는데 제가 직접 수정해서 저장하려니까 체험판이라 그런지 오류만 뱉고 저장이 안
되더라고요...

FontForge로 확인해 봤을 때도 Galmuri7, 9, 11 Bold는 OS/2 코드페이지 설정이 안 되어 있는데 이유는 모르겠지만 Galmuri11만 코드페이지가 JIS로 되어 있는 걸 확인했습니다.
다만 이게 GUI 환경에서는 수정할 수 있는데 스크립트 환경에서 지원하지를 않는 모양이라서 다른 툴도 좀 알아보는 중입니다..
당장 필요하시면 FontForge를 설치하셔서 파일을 열고 Element -> Font Info… -> OS/2 -> Charsets -> MS Code Pages에서 949 Korean Wansung을 선택하시고 저장하신 후에 File -> Generate Fonts… 누르시고 TrueType 선택하시고 창 뜨는 거 대충 무시하시고 파일 생성하시면 됩니다.
