The "ASCII locale" sounds like your NewBuntu has changed the default character encoding for R. You can read about how to set it (back) here:

Setting the locale in Rstudio with Sys.setlocale() didn't work, nor did re-saving the source files as utf-8 in Rstudio. However, check() passes when run from command line so must be an Rstudio issue. Seems to be a known problem: https://support.rstudio.com/hc/en-us/articles/200532197-Character-Encoding
Leaving the issue open for the moment.
