Hotkeys don't work about 666ts3plugin HOT 4 OPEN

You have to be connected to the server to test these.

Is there a TS3 log I could check in? Perhaps there's an error message being
logged...

Change your TS3 shortcut so that it points to

" ..something\TeamSpeak 3 Client\ts3client_win64.exe" -console

including the -console, outside of the quotes.
