Just tested, In a PHP file (set syntax PHP to be sure you have the right scope) :
theme_head<tab>
outputs :
/*
Theme Name: Theme Name
Theme URI: http://example.com/
Description: Description
Version: 1.0
Author: Your Name
Author URI: http://example.com/
Tags: one, two
*/
Seems to work fine for me.

Ah you are correct the snippet works fine in a PHP file, but shouldn't the scope be CSS as the theme_head should be in the style.css file?
