iptables_ng provider: Evaluate using the 'iptables' gem to parse instead of the existing parser about puppetlabs-firewall HOT 4 CLOSED

Implementation wise, this will entail a brand new provider - at least during development that has the new capabilities. This should hopefully make it easier to transition, and potentially allowing me to release it for others to try on an experimental basis alongside the existing providers. This is the theory anyway.

Just an FYI, iptables provides an XML based dumper as part of the newer versions. If it makes it easier for you, you might want to use it rather than maintaining a parser, since you get it for free and they keep it updated (hopefully)

@rfdrake I know, and I was seriously considering it. But its not available everywhere esp. older distro releases which is why I was less interested in using it.
