I got caught by this one too. I think it should either error (does not accept array) or allow all specified protocols within the array. Funnily enough, it was also trying to configure dns rules.

This would be tricky to implement this way. It would have to create two rules, which wouldn't be too hard, but the tricky part would be to reassemble them from the iptables-save list to match this resource. Do you want to do that, or just fail to validate a list as the proto? I'm split. On the one hand you have to create two rules in iptables so two resources would match logically. From the implementation standpoint, it's more DRY to accept the list.
