Msbbuild user settings depracated about clcache-msbuild-install HOT 3 OPEN

Here's the standard blank one I have:

These no longer seem to take effect in Visual Studio 2019 - however the properties being set still seem to apply per-project.

May be good to modify the project so it can directly output the configuration to any props file instead of this shared property file?

There's also a bug here, the directory is presumed to exist, which is no longer true.
