This is a consequence of how Brakeman works today - in static analysis terms, it does not do general "interprocedural data flow", meaning following data flow paths between functions. (It does some, just not in all cases.)

From looking at other issues I've been correcting recently, I'm pretty sure I've come across other issues where similar code would have that "interprocedural data flow" which meant that this felt like a bug.
So this is basically filed under "could be better" with the hope that it will be improved in some future release. Thanks for confirming.
