I tried various combinations of disabling the modeline and wasn't able to reproduce this issue, but I did add a defensive change that might have led to the symptom you observed.

For hard mode, a non-zero global &textwidth will only be used if there's no relevant modeline. Otherwise it falls back to g:pencil#textwidth. Whether that's the ideal protocol can be argued. :^)

It didn't work. If I initialize the value directly in the pencil#init function to -1 if it doesn't already exist, I have the desired behavior. PR forthcoming.

FYI, this was happening for me in "mail" and "gitcommit" file types, where the editor is invoked specifically for editing something in the moment, not a longer editing session.
