Bottom line: it is not considerate to ask publishers to figure out which geographic endpoint to hit. Think about how difficult that would be from within web page javascript... they're often served as static code from a CDN. To do so, a publisher would have to place different versions of their page code on different CDN nodes or delay the auction with some kind of geo-lookup.
We think this unsupportable from a publisher perspective, so Prebid.js-based endpoints must be global -- we recommend some kind global server load balancing (GSLB) as offered by vendors like Akamai, CloudFlare, etc.
For Prebid Server, it's reasonable to ask Prebid Server host companies to point their datacenters to a specific bid adapter endpoint. See the rubicon adapter YAML for example of how this can look.
