So, looks like there might be an issue with Test-cDscResource. I'll have to dig into that.

@dlwyatt FYI ^^ I don't think that was from any of your changes to Test-cDscResource.
@BladeFireLight The resources that started from the Microsoft "x" series most likely need some work yet, but this looks (at least initially) to be a problem with Test-cDscResource.

I know the Microsoft X are a bit shaky. I had to re-work xVhdFile so it could handle more then one partition. then I was able to inject the files to start DSC on first boot of a new image. I would like to share my resources but have no idea how to.
