Add validation comparing shape distance values in stop_times vs. shapes (if present) about googletransitdatafeed HOT 5 CLOSED

Add a related check: in stop_times.txt and shapes.txt, the shape_dist_traveled 
field 
should be always increasing.

Looks like this exists in transitfeed/shape.py

...and it looks like this has been fixed by ValidateDistanceFromStopToShape in 
trip.py
