I wonder if it's possible to clean a specific part of the cache? Nuking the bower cache every time I work on an element is going to slow down my workflow quite a bit.

Yep, looks like you can, bower cache clean bootstrap, removed bootstrap but didn't nuke jquery from the cache

Big +1 to adding bower cache clean <name of package> to the script. I had to modify my local script to do this otherwise any subsequent attempts to use the script for pushing weren't using the correct version.
